Development & Housing CO. For Utilities (DHCU) is an independent company founded under law No. 159/1981 with a capital of 100 Million Egyptian Pounds with an objective to serve the fields of housing, development, utilities, and all the related complimentary services. 85% of DHCU entity is owned by the Ministry of Housing, Utility & Urban Development represented by Housing & Development Bank, The Holding Co. for Water & Waste Water, Misr Re-Insurance Co., Arabic Investment Bank & Wadi El-Nil Contracting Co. while the 15% represents ICAT share which is a unique partnership.
DHCU is ICAT’s first application of Public, Private Partnership scheme as the Sole Private Sector since year 2000.

DHCU holds renewable contracts with the government for security & maintenance of a real estate project consisting of 6500 buildings, Operation and Maintenance of Wastewater Treatment Plants at Gabal El Asfar, Canal Cities (Ismailia, Suez, Port Said) and Koraymat Potable Water Station including the pipe lines to the Red Sea Governorate and West Suez Bay. DHCU is considered the public arm for utilities.
